Restoring Family Links in Rwanda

How the Family Links Network of the Red Cross / Red Crescent Movement can help you look for a family member, restore contact with a family member or be reunited with a family member.
We help you to look for family members in Rwanda
The Rwandan Red Cross and the ICRC help people in another country look for family members in Rwanda.
We try to help you when you lose contact due to:
  • armed conflicts or other situations of violence
  • natural or man-made disasters, or migration, resulting in humanitarian needs
Within Rwanda, the Rwandan Red Cross and the ICRC can only try to help unaccompanied children to look for their parents, and parents to look for their unaccompanied children.
We help you to look for family members in another country
The Rwandan Red Cross and the ICRC, together with National Red Cross and Red Crescent Societies abroad, help people in Rwanda look for family members in another country.

We try to help you when you lose contact due to:
  • armed conflicts or other situations of violence
  • natural or man-made disasters, or migration, resulting in humanitarian needs
We try to help in particular unaccompanied children and their parents.
We help to restore contact between family members
In Rwanda, the Rwandan Red Cross and the ICRC help people restore contact with family members living in another country through Red Cross messages. This service is provided for:
  • unaccompanied minors and children formerly associated with armed groups;
  • detainees
  • refugees or returnees living in Rwanda with close family members living in countries where the postal service is not reliable;
  • in situations of humanitarian needs due to armed conflict, other situations of violence, natural or man-made disasters, or migration;
In general, we cannot accept Red Cross messages between adults living in Rwanda.
We help to reunite families
The ICRC helps people be reunited with their families in Rwanda or abroad if this is possible. We help in particular unaccompanied minors.

Any involvement in family reunification depends on the authorisation of governmental authorities.
We provide other services
The ICRC in Rwanda delivers:
  • travel documents to unaccompanied children, and other people who are allowed to resettle in a third country;
  • attestations of detention for the detainees it has visited and registered;
  • attestations to people repatriated by the ICRC.
It also forwards official documents annexed to a Red Cross message for refugees in Rwanda and abroad and for repatriated Rwandans.
