Restoring Family Links in Sri Lanka

How the Family Links Network of the Red Cross / Red Crescent Movement can help you look for a family member, restore contact with a family member or be reunited with a family member
We help you to look for family members in Sri Lanka
The Sri Lanka Red Cross Society helps people look for close family members in Sri Lanka.
We try to help you when you have lost contact due to:
  • the armed conflict in Sri Lanka until mid-2009;
  • other situations of violence or civil unrest;
  • natural or man-made disasters;
  • migration-related detention;
  • absence of information about the biological parents of adopted children;
or in other situations of humanitarian need, when possible.
We help you look for family members in another country
The Sri Lanka Red Cross Society or the ICRC, together with National Red Cross and Red Crescent Societies abroad, helps people in Sri Lanka look for family members in another country.
We try to help you when you have lost contact due to:
  • the Sri Lanka conflict from 1983 to 2009;
  • other armed conflicts or situations of violence;
  • natural or man-made disasters;
  • migration-related detention;
or in other situations of humanitarian need, when possible.
We help restore contact between family members
The Sri Lanka Red Cross Society helps people in Sri Lanka restore contact with family members through Red Cross messages. This service is provided:
  • for internally displaced persons, returnees (from abroad) and communities resettled after the conflict;
  • for detainees in Sri Lanka in police stations or prisons when detention is connected with the conflict (through the ICRC);
  • when loss of contact is due to armed conflict, other situations of violence, natural or man-made disasters, or migration; and
  • when other means of communication (telephone lines, postal system, etc.) are disrupted or not available;
or in other situations of humanitarian need, when possible.
Family reunification
The Sri Lanka Red Cross Society cannot help reunite people living in Sri Lanka with their families in Sri Lanka or abroad. This service is the responsibility of the civil authorities. The ICRC can only be a facilitator in these cases.

People seeking assistance are encouraged to contact the civil authorities.

Any involvement in family reunification depends on authorization from the government authorities.
We provide other services
The Sri Lanka Red Cross Society can try to find information for people who are worried about the health and well-being of a close family member with whom they have suddenly lost contact, if this is possible. In particular, we try to help:
  • vulnerable people, such as children, elderly people and people with disabilities;
  • Sri Lankan migrants.
This service is not available for internally displaced people or people associated with the former conflict.
