The conflict on the territory of the Republic of Croatia that took place between 1991 and 1995 has left in uncertainty several thousand families who lost their next of kin. Since the beginning, due to the uncertainty about what happened to their relatives, the families of the missing were enduring fear and anguish that does not abate with the passage of time. On the contrary, as the time passes by the pain caused by the disappearance of a family member leaves ever deeper consequences on the families themselves and on the society as well.

The issue of persons who went missing during the conflict in the Republic of Croatia is one of the most important humanitarian questions stemming from the conflict. The fate of the majority of persons who went missing on the territory of the Republic of Croatia has been clarified thanks to the work of the responsible state institutions headed by the Administration for Detained and Missing of the Ministry of Veterans, the International Committee of the Red Cross, Tracing Service of the Croatian Red Cross and numerous National Societies and other partners of the International Red Cross and Red Crescent Movement. However, a number of families have still not fulfilled their basic human and humanitarian right – to know the truth about what happened to their beloved.

The Book of Missing Persons on the Territory of the Republic of Croatia is being published with the aim to assist the family members of missing persons to fulfil their right to know the truth about the fate of their dearest ones. The Book is also an appeal to the public to contribute with findings and information in their possession to the process of search and clarification of the fate of missing persons, as well as to sensitize the society with regard to the continued existence of this problem that relentlessly hampers the healing of the war trauma. The Book is also a tool in the search process that demonstrates a continuous commitment and efforts of the responsible state institutions and international and humanitarian organizations in their desire to reach the final resolution of the issue of missing persons.

The list of missing persons is “alive” and is changing from one day to the other, this being its fourth edition so far. The first edition was published in 2006, the second in 2010, and the third in April 2012. Since the last edition (31 March 2012), 244 tracing requests were resolved, while 60 new ones were opened.

This fourth edition of the Book contains separate lists: the list of 1,716 persons who went missing on the territory of the Republic of Croatia and the list of 422 persons whose death is certain but the location of their human remains is not known, which in total accounts to 2,138 unresolved cases (as of 1 May 2015).

The Book of Missing Persons on the Territory of the Republic of Croatia is the result of collaboration between the Administration for Detained and Missing of the Ministry of Veterans and the Croatian Red Cross, and was cross-checked and agreed upon by the Red Cross of Serbia and the Commission on Missing Persons of the Government of the Republic of Serbia, as well as consulted upon with the International Committee of the Red Cross.

The families have the right to know the truth about the fate of their next of kin. Their right is our collective responsibility in consideration of respect for the sacrifice of their closest relatives, the mitigation of their suffering, and for the creation of a stable environment for a peaceful existence for present and future generations.
